- Article
1 of the Statute stipulates that the Federal State Statistics Service
(the Rosstat) shall provide official statistical information that
constitutes part of government information resources on the country's
social, economic, demographic and ecologic status.

5.2 of the Statute stipulates that the Federal State Statistics
Service shall develop the official statistical methodology for
compilation of statistical observations, and provide conformity of the

Article 7 of
the Law states that Rosstat develops official statistical methodology,
which includes methods of collecting, monitoring, dissemination,
aggregation and grouping primary statistical data and administrative data,

information and its systematization, and official statistical methodology
of the development of statistical information.
Article 4 of
the Law states that the official statistical methodology should be

publications, the media and posting for publican free access on the

level of output in a base year.
Definition:
Measure of change in the volume of production of a fixed set of products of
constant price and quality for all producer units and separate subdivisions
thereof.

Scope of the data
The
industrial production index measures physical output of the following
industrial sectors: mining, manufacturing, electricity, gas and steam;
air conditioning, water supply; water disposal, organization of waste
collection and disposal, pollution control activities;
·
Industrial coverage: All legal entities and separate
subdivisions thereof (other than banks and insurance and other financial
and lending institutions), individual entrepreneurs realizing manufacturing
of industrial goods (works and services).
·
Product coverage: Set of primary products related according to
the Russian Classification of Products by Economic Activities 2 to mining
and quarrying, manufacturing and electricity, gas and water supply. For
economic activities, where, due to their specificity, it is difficult to
select the specific goods (for example, the production of devices, spare parts,
parts, etc.), and for activities, where data on production are available
only in value terms (for example, the provision of services for the
installation, repair and maintenance of machinery, equipment, instruments,
equipment, etc.), the method of deflation is used for data on the volume of
shipped goods of own production, performed work and services.
Unrecorded activity
Adjustment
to the volume of informal and hidden activities is made at the process of
calculating production indices for the Russian Federation in general. The
adjustment is carried out at a level not lower than the section of the
current classifier of activities related to industrial production.

Activity in the European Community (CPA 2008).
Industrial
production index is an aggregated production index by type of activities
"Mining and quarrying", "Manufacturing production",
"Production and distribution of electricity, gas and water".

control activities; on microenterprises - once a year.
2.4.3 Grossing/netting
procedures
All of the products produced by an enterprise
are included in production output, regardless of whether the products are
manufactured from the enterprise’s own raw materials or from raw materials
supplied by the customer, and also regardless of a product’s final use
(sale to a customer, transfer to fixed assets, intended for further
processing, provided as labor compensation, etc.), i.e., gross output.

3. Accuracy and reliability

3.1 Source data
|
3.1.1 Source
data collection programs
Data on the
production of goods and services represent more than 200,000 large, medium
and small organizations that produce more than 95% of the total products of
these types of economic activity produced in the Russian Federation.
Data on the
release of goods in natural or value terms and of industrial work performed
is collected by the sectors "Mining," "Manufacturing,
Electricity, gas and steam; air conditioning," "Water supply;
water disposal, collection and disposal waste disposal activities."Item
selection: Group of primary representative goods for a specific
activity.
Unit
selection: All producer units, other than
banks, insurance, and other financial and lending institutions.
Information on the production output for representative goods in physical
terms is monthly submitted by all producer units (other than
banks, insurance, and other financial and
lending institutions) that are not small businesses on the basis of
full-score observation and by small businesses
(excluding micro-enterprises) and individual entrepreneurs producing
the products in “Mining and quarrying”, “Manufacturing”, “Electricity, gas, steam
and air conditioning supply”, “Water supply, sewerage, waste management and remediation activities”- on the basis of sampling survey. Micro-enterprises submit
this information annually on the basis of sample survey.
In accordance with current legislation of the Russian Federation small
enterprises are those with the number of employees up to 100
(micro-enterprises up to 15) and upper limit of revenue from sales of goods
(works and services) for proceeding year for small enterprises (excluding
micro-enterprises) - 800 million roubles, for micro-enterprises - 120
million roubles.
Sample
sizes: Approximately 1200 products and
product groups are included in the current monthly computation, and
approximately 1900 products are in the annual computation.
Item/product
specification: Aggregated product groups are
surveyed monthly, and the individual product range is recorded on an annual
basis. The products are selected according to the Russian Classification of
Products by Economic Activities 2. The list of representative goods
includes the most important types and groups of products. Statistical authorities
notify enterprises of the list, and it is the same for all respondents. All
of the products produced by an enterprise are included in production
output, regardless of whether the products are manufactured from the
enterprise's own raw materials or from raw materials supplied by the
customer, and also regardless of a product's final use (sale to a customer,
transfer to fixed assets, intended for further processing, provided as
labor compensation, etc.), i.e., gross output.
3.1.2 Source data definitions,
scope, classifications, valuation, and time of recording
Nature of
indicators used: Quantity measures of output and
deflated value measures.
Nature of
weights: Value added by economic activities "Mining
and quarrying", "Manufacturing", "Electricity, gas,
steam and air conditioning supply", "Water supply, sewerage,
waste management and remediation activities" according to OKVED2
(Russian Classification of Economic Activities2), harmonized with the
Statistical Classification of Economic Activities in the European
Communities (NACE Rev.2); commodity output in physical terms and price per
unit in base year.
Sources of
weights: Federal statistical survey forms
"Information on the Production and Shipment of Goods and
Services" and "Main Indicators of Enterprise Operations",
sample survey of small enterprises (20% sample) using the form
"Information on Main Indicators of Small Enterprise Operations",
form "Information on Main Indicators of Micro-Enterprise
Operations".
Frequency of
weight updates: Up until 2000, the year 1995 was
used as the base year, the year 1999 was used as a base year in the period
2001- 2004, the year 2002 was used as the base year in the period
2005-2009, the year 2008 is used as the base year in the period 2010-2013,
starting from 2014 the year 2010was used and from 2019 the year 2017 was
used as the base year.
Methods of
data collection: Data collection is carried out
electronically through the WEB-collection system, through specialized
telecom operators or by mail on the form forms.
3.1.3 Source data timeliness
Short-term information on the production and
shipment of products (works, services) for the reporting month from
respondents provides on the 4th working day after the reporting month,
summary data for calculating production indices are produced on the 9th
working day after the reporting month, the publication of production
indices is posted on the 11th business day after the reporting month.

Statistical techniques
|
3.3.1 Source data statistical
techniques
Computation
of lowest level indices: Indices for subsectors (first
level indices) are defined as the ratio of weighted arithmetic average
quantities produced in value terms for the periods being compared, relative
to the base year.
Aggregation:
The Laspeyres index is used to aggregate the basic item indices to obtain
indices by aggregated group and sectors of OKVED2 (Russian Classification
of Economic Activities2).
Alignment
of value of weights and base period: The
"value added" indicator is used for the weighting of the first
level indices into indices for higher groupings in the classification of
activities. Data on value added are computed in relation to the base year
at the lowest actual level of the economic activity, and values added for
higher-level groupings are determined on the basis of aggregation in stages
(according to the structure of the Russian Classification of Economic
Activities). Indices are computed in relation to the base year at all
stages of compilation.
Linking
of reweighted index to historical index: When there
is a change in the base year, there is a retrospective revision of the time
series.
Reference period: Production indices are computed for reference periods
relative to previous periods and to the corresponding periods of the
previous year.
3.3.2 Other statistical procedures
Procedures
for nonresponse: Information is received on a
monthly basis from respondents (large and medium-sized organizations) who
together control more than 80 percent of production.); as well as from
small businesses and individual entrepreneurs reporting on a sample basis.
The recalculation of the micro-enterprises output is promptly carried out
according to the sample survey of the micro-enterprise activity for the
previous year and in the informal economy.
Treatment of
missing prices: Data on the production of goods in
physical terms by large, medium and small-size enterprises (excluding
micro-enterprises), individual entrepreneurs for each product or product
group participating in the computation are adjusted monthly upward to
account for production output at micro-enterprises that submit data
annually. Algorithms for determining the estimated monthly output at small
businesses are based on their share in the total production of a specific
product, determined on the basis of data from a sampling survey of
micro-enterprises activity for the previous year.
Selection of
replacement items: The list of products included in the
“basket” of representative goods for the computation of production indices
is retained for the entire period until a change is made to a new base
year. In the event that a new type of product is put into production that
accounts for a substantial proportion of the total output of goods, this
product is also included in the “basket.” In order to ensure that the
computations are performed correctly, the value of this new product is
determined on the basis of prices derived from the base year.
Adjustments
for quality differences: In order to track changes in the
quality of goods, goods are recorded in units that reflect a quality
component (for example, productivity of equipment, content of active
ingredients, etc.), deflation is used for multiple commodity groups.
Introducing
new units and products: In the event that a new type of
product is put into production that accounts for a substantial proportion
of the total output of goods, this product is also included in the
“basket.” In order to ensure that the computations are performed correctly,
the value of this new product is determined on the basis of prices derived
from the base year.

of formal logic controls is made within the process of collection primary
data on production and shipment of products (works, services) from the
respondents.

Rosstat
specialists compare data on production and shipment of products (works,
services) for the reporting month with similar data for the previous month,
the corresponding month of last year, and control of the amount of clarifications
by respondents of previously submitted data.
3.4.3 Assessment of discrepancies
and other problems in statistical outputs
Specialists evaluate the impact of the size of
the refinement by the respondents of the previously provided data on production
and shipment of products (works, services) on the results of the
calculation of production indices.

Russia" ("Социально-экономическое положение России"),
with the following explanations, after the completion of the recalculation.
